Igor 67eb7b0a3f Add Docker Images for repo handling workflow (#9 )

* Add build-docker-images workflow

- Dynamically generates build matrix from Armbian build framework config
- Reads distribution names, architectures, and support status from config files
- Builds multi-architecture Docker images (amd64, arm64, armhf, riscv64)
- Pushes to GitHub Container Registry (ghcr.io)
- Includes Aptly, GitHub CLI, distribution keyrings, and Armbian repository
- Adds keepalive job for workflow maintenance

Purpose of This Repository

Build and publish Docker images for the Armbian Build Framework to support isolated, reproducible, and architecture-independent builds. Images are tagged and pushed to the GitHub Container Registry for use in CI pipelines, local development, and automation environments.
