You should only need it if you modified a '.texi' file, or
any other file indirectly affecting the aspect of the manual.
You might want to install the Texinfo package:

The spurious makeinfo call might also be the consequence of
using a buggy 'make' (AIX, DU, IRIX), in which case you might
want to install GNU make:

libretro-4do: fix PKG_SHA256
...
The 4do libretro core was renamed to opera and the old repo now
redirects, leading to a different SHA256.
Correct the SHA256, eventually the core and kodi game addon should
be renamed to reflect the new name.
