baa053ce4a systemd: remove deprecated options

- meson: drop default-hierarchy= option, always use unified

b0d3095fd6
- The meson options split-usr, rootlibdir and rootprefix become no-ops that print a warning if they are set to anything other than the default values. We can remove them in a future release.

includes fix: https://github.com/espeak-ng/espeak-ng issues 2048

cross_compiling check fails because we use a different host name from host
so patch out the check and manually set build of intonations and tests

update cmake to correctly detect and link pthread with glibc < 2.34
