Remove static directory from Sphinx configuration
...
sphinx-quickstart creates a "_static" directory and references it
in "conf.py". But since "_static" was never populated, it does not
get registered by git, and that causes a warning to be emitted
when building the documentation.
This patch removes the reference to "_static" from "conf.py".

Define "switch" role in documentation
...
Before this patch, some documents used "switch" as a
reStructuredText role. This role is not defined by Sphinx or
built-in.
This patch adds a definition for the role, following what the GNAT
User's Guide does.

For now, we need to duplicate most of the file contents. UWrap
doesn't allow for easy modularization of user files. As we're
looking at moving these files to a different tool, it's not worth
fixing at this stage.
