to PolyORB.Initialization.Initialize_World and making sure
all clients call either CORBA.ORB.Initialize or
PolyORB.Initialization.Initialize_World at startup.
The same should be done for servers, after which we may consider
removing Is_Initialized from P.Initialization.
Note: the Initialized variable from P.Initialization (body)
must not be made visible: it must be absolutely read-only from
the outside.
