46e8243ed0 Remove support for deriving version information from directory name; 
instead, in prepare_distrib and VERSION.INFO, allow an additional
version indication to be specified on the command line. This additional
information will be included in configure.ac at packaging time.

8dc54181e5 (PortableServer.POA): Rename To_Ref to To_Local_Ref, and 
Unchecked_To_Ref
 to Unchecked_To_Local_Ref, for consistency with the standard mapping
 for local interfaces.
