The page footer div should render flush with the bottom
of the bottom of the viewport, but in Mozilla 2002021413
I see some body (note background color) rendered below
the footer. This is <a href="http://bugzilla.mozilla.org/show_bug.cgi?id=126213">bug 126213</a>.
MSIE 5.1.3 for Mac OS X handles this
correctly (and I think other MSIE 5.x for Mac OS will as well,
but I have not actually tested them).
