There are a couple of reasons which make this test case failed on KK emulator. The first one is the stock hostapd is no longer available for unknown reason and the second one is that the the scan behavior is weird after re-enabling wifi. There is no perfect solution for these two issue. For testing purpose, we can use the custom hostapd instead of stock hostapd and restart the hostapd after re-enabling wifi.
