Chris Manchester f337bf3093 Bug 1240530 - Bump the taskcluster version installed by |./mach artifact| to avoid installing an out-dated requests. r=nalexander
Currently |./mach artifact| installs an old version of the taskcluster client,
which installs an old version of requests that's incompatible with commonly
installed python versions. This bumps to a version of taskcluster client that
accepts and requests version < 3, so we pick up the in-tree version instead of
installing 2.4.3.

This directory contains common Python code.

The basic rule is that if Python code is cross-module (that's "module" in the
Mozilla meaning - as in "module ownership") and is MPL-compatible, it should
go here.

What should not go here:

* Python that is not MPL-compatible (see other-licenses/)
* Python that has good reason to remain close to its "owning" (Mozilla)
  module (e.g. it is only being consumed from there).

Used in taskcluster related mach commands to update download from github
and remove .git and tests.

Then run tests in taskcluster/tests/
