d349e7c9e0 Bug 866988 - Remove the HAVE_CPP_PARTIAL_SPECIALIZATION autoconf define, and the test for template specialization working at all. Any compiler not supporting either of these is so incredibly doomed it's not worth the pain of testing them. b17e8bdbb5 Bug 857022 - Remove MOZ_MEDIA build-time define. r=ted 
We don't test with MOZ_MEDIA=0 so that configuration no longer
works. It's better to drop the switch altogether and enable
this code unconditionally. Per-codec and -feature configure
and runtime options remain available.
