4afa23fd6d 389440 move LOAD_NO_NETWORK_IO to nsICachingChannel to avoid modifying semantics of a frozen interface. Also replace NS_ERROR_NEED_NETWORK with NS_ERROR_DOCUMENT_NOT_CACHED
