d94f29ae56 Add a way to extract the charset and the position of the charset parameter from a content-type header. Use this in XMLHttpRequest to not clobber the non-charset parameters and not clobber the charset if it's already what we'll set, up to case. 4afa23fd6d 389440 move LOAD_NO_NETWORK_IO to nsICachingChannel to avoid modifying semantics of a frozen interface. Also replace NS_ERROR_NEED_NETWORK with NS_ERROR_DOCUMENT_NOT_CACHED
