ebac0e31a3 Bug 534526 part 2. Move AttributeWillChange out of SetAttrAndNotify, and in particular to before ParseAttribute, since some ParseAttribute implementations actually change the attribute value. 7e6a8b2fd8 Bug 461199 (Part 6) - nsSVGAElement::GetHrefURI is not implemented 
Fixes nsSVGAElement::GetHrefURI so that it actually returns a URI when it is a
link instead of nsnull.
