183a29eb68 Bug 545712 - "A crash report was submitted" even when it wasn't. Check whether crashreportID is empty, which means there was no crash report. Additionally, this sets browser.download.folderList to 1, which means we use the
downloads folder for all operating systems and oses.  We can now also remove the
special code in browser-startup to set this pref to 1 for Vista only.
