Bug 454990. On Windows, increase the size of our TCP send window to 128KB, from the default of 8KB. The value is already 128KB on other OSes, and it appears that other browsers on Windows change the default in the same way. r=jduell, r+sr=bzbarsky.

Bug 466582 - smarter handling of remote chrome (and not allowing it)

This adds a new flag, URI_IS_LOCAL_RESOURCE, to nsIProtocolHandler that allows
something of this protocol to be registered in chrome.
This changeset removes a runtime check every time we open a chrome channel to
see if it is remote to a registration time check that checks flags. The old
code could be easily worked around, and allowed for remote resources to be used.

Add a way to extract the charset and the position of the charset parameter from a content-type header. Use this in XMLHttpRequest to not clobber the non-charset parameters and not clobber the charset if it's already what we'll set, up to case.
