454facc7e1 Bug 706690 - CSS scaling is jagged while layers are active. r=roc 
While layers are active, scale factors are normalized to a power of 2 to
reduce the number of resolution changes during animations. This patch disables
the normalization when the scale factor on the layer is unchanged, or when
the layer was previously unscaled.

e082ada0e3 Add reftest annotations for failure state on Mac OS X 10.7 (Lion) so we can enable the reftest suite on Lion unit test machines. (Bug 700503) 
This marks 4 gradient-related tests previously marked as failing on Mac
as failing on only 10.5 and 10.6, since they pass on 10.7.

It also marks one Arabic-shaping-related test as failing, for which bug
705044 has been filed.
