This change moves the policy of supported media types in the element nsHTMLMediaElement to the DecoderTraits class. Thomas Zimmermann	a800a171d2	Bug 834172 - Implement CreateDecoder in DecoderTraits. r=cpearce ... The class DecoderTraits knows about all supported decoders.
