You should no longer set policy.healthReportUploadEnabled directly.
Instead, call policy.recordHealthReportUploadEnabled(). This will
trigger data deletion as needed.

 layers.accelerate-all
 layers.accelerate-none

and adds:
 layers.acceleration.disabled
 layers.acceleration.force-enabled

This is closer to what D2D does.
