3cb4bc9240 Change the FrameNeedsReflow API to pass the dirty flags to be added directly tothe method, instead of setting them before calling the method. That way we canavoid reflowing the ancestor of a reflow root which is not itself dirty but hasdirty children. This also makes it harder to set dirty bits inconsistentlywith the FrameNeedsReflow call. 1414308296 Stylesheets should know what their principal is, and it should be based on theURI the sheet was loaded from, its certificate (if any) and the loaderprincipal, not just on the page the sheet is being applied to. Propagate thisprincipal as the loading principal to @import loads from stylesheets. Changesheet access checks to use this principal instead of the sheet URI.
