21068b15a9 Bug 612840. Part 1: Remove CONTENT_NO_TEXT flag since it's not really used. cf9e81477a Don't try drawing zero-width borders. (Bug 618071) r=roc a=blocking2.0:beta8 
The allBordersSameWidth codepath for dashed borders will cause a cairo
error when given a width of zero, so we need to avoid hitting that.

It's also a waste of time.
