For some reason Linux is surprisingly slow at closing file descriptors
of event devices. This commit improves GUI startup times on my computer
by about 1.5 seconds.
This specific issue was already addressed by https://github.com/dolphin-emu/dolphin/pull/11635
though I felt like there was something more we could do, and wasn't too happy with the
likelihood of devices update calls being skipped (due to `m_devices_population_mutex` being locked).
SPDX standardizes how source code conveys its copyright and licensing
information. See https://spdx.github.io/spdx-spec/1-rationale/ . SPDX
tags are adopted in many large projects, including things like the Linux
kernel.
Add ! before unused variables to 'use' them.
Ubuntu-x64 emits warnings for unused variables because gcc decides
it should ignore the void cast around them. See thread for discussion:

This works around Linux drivers for DS4 (Playstation 4) controllers splitting the device into three separate event nodes which makes configuration difficult.
To prevent collisions of input names in combined devices more descriptive names are now used when possible.
Was checking over this old code, and saw a comment calling me out for a lack of documentation.
It might be half a decade late, but better late then never.
