- Native: remove SPI_GETWHEELSCROLLLINES ×3 multiplication from WM_MOUSEWHEEL
- Kotlin: add ChromeScrollConfig for fixed 100px/tick vs Compose's height/20
- Diagnostic: add ScrollTestScreen (Compose) + scroll-test.html (Chrome reference)

Windows trackpad scrolling now matches Chromium (proportional to precise deltas),
independent of window size. Molette: ~100px/cran; trackpad: proportional.
