impl ShortcutValueParser

ShortcutValueParser is similar to clap’s PossibleValuesParser: it verifies that the value is from an enumerated set of PossibleValue.

Whereas PossibleValuesParser only accepts exact matches, ShortcutValueParser also accepts shortcuts as long as they are unambiguous.
