* kill: list Linux realtime signals correctly

Add list-specific signal helpers for RTMIN/RTMAX and unnamed
signal numbers, and use them in kill and env range iteration.
Keep send-oriented signal parsing unchanged for signal delivery.

* document low-byte signal decoding in list mode
