kill: reject out-of-range obsolete -N signal instead of sending SIGTERM
...
An out-of-range -N signal (e.g. -65) fell through handle_obsolete and was
kept by clap as a negative pid, signalling the remaining pids with the
default SIGTERM. Reject it up front like GNU (invalid signal, exit 1).

Use Option::ok_or with ? instead of let...else returning Err ( #13102 )

Rewrite `let Some(x) = opt else { return Err(e); }` patterns as
`let x = opt.ok_or(e)?` (or `ok_or_else` when the error value is
non-trivial, to preserve the lazy evaluation of the else branch).
Applied across uucore (checksum, format, num_parser) and the nl,
truncate, sort and env utilities.
