expr depends on oniguruma, a C library, so cross-compiling it needs a
WASI sysroot: install wasi-sdk in the jobs that build wasm targets and
point CC/AR at it.
With that in place, neither expr nor test has to be excluded from the
wasmtime unit test run, and test_expr::/test_test:: can join the
integration tests run against the WASI binary.
The renderer and its ariadne dependency sit behind the new
feat_diagnostics cargo feature, on by default. Without it a no-op
stand-in with the same API takes uucore::diagnostics' place, so the
utilities need no cfg of their own: enabled() is always false and
every caller falls back to its plain one-line message.
Each utility keeps a crate-level `diagnostics` feature for standalone
builds, the caret snapshot tests compile out with the renderer, and CI
gains a Build/No-diagnostics job that runs the suite without the
feature and fails if ariadne sneaks back into the dependency tree.

Now that cspell runs locally via pre-commit, Style/spelling only annotates
unknown words rather than blocking the merge.
Also fix the pre_commit job, which ran "pre-commit run" without --all-files
and so matched zero files on a fresh checkout. Skip the hooks already covered
by the Style/format and Style/lint jobs, and drop the npm install of cspell
now that the hook provides its own.
Avoid the unknown word profraw in CICD.yml and ignore setfacl/profraw
in the workflow spell-checker header.

Some uutests set umask(0777) before spawning the utility. LLVM profile
files created under that umask can be mode 000; later writes fail with
Permission denied on stderr and break exact asserts (e.g. mkfifo).
Prepare the profraw directory with a default owner-write ACL when
setfacl is available (hard-fail under CI), use coverage-%p-%m.profraw,
and install acl on the coverage Ubuntu job.
