Pierre-Louis Bossart c72638bdaa ALSA: bump PCM protocol to 2.0.13 ...

Bump PCM protocol to enable use of STATUS_EXT ioctls, older
apps will still use STATUS and audio timestamp configuration
is not supported (backwards compatible behavior).
