SeeChen Ng c56051c0a5 staging: netlogic: fix checkpatch.pl "LINE_SPACING" issuses 
Follow the checkpatch.pl "LINE_SPACING" indication:
1. Insert a blank line after function declaration.
2. Remove multiple blank lines.
