Julian Andres Klode f3de2dbaf6 CMake: Add basic CMake build system 
Introduce an initial CMake buildsystem. This build system can build
a fully working apt system without translation or documentation.

The FindBerkelyDB module is from kdelibs, with some small adjustements
to also look in db5 directories.

Initial work on this CMake build system started in 2009, and was
resumed in August 2016.

Daniel Hartwig ad42ed4698 replace direct calls to egrep with grep -E 
The rest of the initial patch is not needed or incorrect in our usage.
Big changes for the dselect scripts seem unneeded as well as those are
hardly used by anyone anymore…

copy rules now require a TARGET var, to specify the target to install the
copy rules under.  The copy target in dselect/makefile installs itself
under program, and not doc.
