Ikraam Ghoor f09b0fe783 Added test workflow for parallel multi-arch release ...

Necessary to validate the new release pipeline (matrix runners,
push-by-digest, manifest stitching) on a feature branch before
landing the refactor on the real release.yaml. Each push to the
release-workflow-test branch reruns the pipeline. No tag is created,
no gem is published, and the test manifest is tagged
trmnl/trmnlp:test-<short-sha>.
