Necessary to keep the toolchain current and unblock newer gem releases. Moves the runtime to Ruby 4.0.4 and upgrades the bundled gems — puma 8, rubyzip 3, mini_magick 5, filewatcher 3, trmnl-liquid 0.7, and xdg 10 — with the lockfile refreshed to match. The Docker image tracks the same Ruby base and bundles the python, node, php, and ruby interpreters that serverless transforms rely on.
