Brooke Kuhlmann 36c438c7cb Fixed GitHub Docker build action to ignore cache ...

This is being done to ignore the cache when building images for the main branch to ensure the builds are always clean. Use of the cache would be worthwhile for branch builds if wanted to make use of that in the future.
