Maciej Borzecki b6f6a0f388 interfaces/builtin: update docker-support allowing docker to work with cgroup v2 ...

With cgroup v2 docker apparently interacts with systemd to create scopes for
containers. Update the interface to allow communication related to starting
units and reception of signals about unit state.
