README.md: add Github Actions badge and fix link

In the "Project Status" table, the "Build Status" was showing a broken
image icon and a link to snapd's actions page (showing all branches).
This commit adds a Github Actions badge showing if the tests are
passing on master and changes the link to the master branch's actions page.
