Zoltán Papp 6b5b907a48 ci: pin gobind alongside gomobile instead of running gomobile init ...

Cherry-pick of 1de2950 (#201), already on main, needed here because the
TestFlight run for this branch failed before it compiled any Swift:

  tvOS: ./build-go-lib.sh: line 79: gomobile-netbird: command not found
  iOS:  ./build-go-lib.sh: line 90: gomobile: command not found

A reusable workflow's step list is loaded from the commit that triggered the
run rather than from inputs.ref. That run resolved to 2768bf2, which predates
the install steps, so the checkout brought this branch's sources while the
step list came from a tree that never installed the tools. Moving the pin
enforcement into build-go-lib.sh removes the dependency on the workflow
revision: the script travels with the ref being built.
