`notifier.addFD()` was simply updating the FD map, assuming that the queue is
new and has no events registered.
However, this assumption may not hold for some callers of fdnotifier.AddFD(),
notably transport.connectionedEndpoint.SetBoundSocketFD(). This situation can
arise if the application does socket(2) -> epoll_ctl(EPOLL_CTL_ADD) -> bind(2).
This change gets rid of the said assumption.

The fdnotifier goroutine alternates between [host] epoll_wait()ing for I/O
readiness events and propagating those events through the sentry, possibly
waking task goroutines blocked in e.g. [application] epoll_wait(). Since woken
goroutines are queued on the runqueue of the waking P (cf. runtime.ready()),
these goroutines will almost always wait to execute until another OS thread
takes them (either directly via runtime.runqsteal(), or indirectly via sysmon
stealing the P and runtime.handoffp()ing it to another thread). Furthermore,
epoll_wait() is most likely to block (new events are least likely to have
arrived) shortly after a previous call (on the same epoll FD) returns events,
so this behavior utilizes the thread's OS-scheduled time slice poorly. Avoid
both of these problems by runtime.goyield()ing between goroutine wakeup and
epoll_wait().

The syscall package has been deprecated in favor of golang.org/x/sys.
Note that syscall is still used in the following places:
- pkg/sentry/socket/hostinet/stack.go: some netlink related functionalities
are not yet available in golang.org/x/sys.
- syscall.Stat_t is still used in some places because os.FileInfo.Sys() still
returns it and not unix.Stat_t.

Our "Preconditions:" blocks are very useful to determine the input invariants,
but they are bit inconsistent throughout the codebase, which makes them harder
to read (particularly cases with 5+ conditions in a single paragraph).
I've reformatted all of the cases to fit in simple rules:
1. Cases with a single condition are placed on a single line.
2. Cases with multiple conditions are placed in a bulleted list.
This format has been added to the style guide.
I've also mentioned "Postconditions:", though those are much less frequently
used, and all uses already match this style.

Current, doPoll copies the user struct pollfd array into a
[]syscalls.PollFD, which contains internal kdefs.FD and
waiter.EventMask types. While these are currently binary-compatible with
the Linux versions, we generally discourage copying directly to internal
types (someone may inadvertantly change kdefs.FD to uint64).
Instead, copy directly to a []linux.PollFD, which will certainly be
binary compatible. Most of syscalls/polling.go is included directly into
syscalls/linux/sys_poll.go, as it can then operate directly on
linux.PollFD. The additional syscalls.PollFD type is providing little
value.
I've also added explicit conversion functions for waiter.EventMask,
which creates the possibility of a different binary format.
