The veth devices are virtual Ethernet devices. They can act as
tunnels between network namespaces to create a bridge to a
physical network device in another namespace, but can also be
used as standalone network devices.

And enable all of the netlink tests that depend on this functionality.
Specifially, this CL implements hostinet.stack:
* .RemoveInterface()
* .AddInterfaceAddr()
* .RemoveInterfaceAddr()
Applications use netlink messages to call into these methods. For hostinet, we
use netlink messages to the host to implement these methods.
Note that the netlink messages are not simple passed from the application to
the host -- they are parsed first and only carefully crafted messages are sent
to the host.
This CL required a lot of refactoring to the existing netlink code in the
hostinet package, as well as a bunch of new functionality. All of that code has
been collected in hostinet/netlink.go
I also changed how we handle CAP_NET_ADMIN and CAP_NET_RAW in tests, since we
must drop those capabilities inside the sandbox if we don't have them on the
host. The new solution is cleaner and does not rely on google-specific env
variables.

gVisor incorrectly returns the wrong ARP type for SIOGIFHWADDR. This breaks
tcpdump as it tries to interpret the packets incorrectly.
Similarly, SIOCETHTOOL is used by tcpdump to query interface properties which
fails with an EINVAL since we don't implement it. For now change it to return
EOPNOTSUPP to indicate that we don't support the query rather than return
EINVAL.
NOTE: ARPHRD types for link endpoints are distinct from NIC capabilities
and NIC flags. In Linux all 3 exist eg. ARPHRD types are stored in dev->type
field while NIC capabilities are more like the device features which can be
queried using SIOCETHTOOL but not modified and NIC Flags are fields that can
be modified from user space. eg. NIC status (UP/DOWN/MULTICAST/BROADCAST) etc.
