Subject: [PATCH] Explicitly load "http_archive" in WORKSPACE.

Fixes this error in bazel:

	The native http_archive rule is deprecated.
	load("@bazel_tools//tools/build_defs/repo:http.bzl", "http_archive") for a
	drop-in replacement.
