Rewrite with hard-coded offsets into the PE file format to discern if a binary is PE32 or PE32+, and then to determine if it contains a "CLR Data Directory" entry that looks valid. This directory implements Python bindings for Clang.
You may need to alter LD_LIBRARY_PATH so that the Clang library can be
found. The unit tests are designed to be run with any standard test
runner. For example:
