Remove the EXPORT ciphers and related code path
...
That was still useful in 2003/2004 but the technical and legal landscape
changed a lot since then. Removing the old, limited key size, cipher
suites also allow removed additional parts of the code that deals with
them.

Remove the client-side SSLv2 fallback.
...
There's almost no SSLv3 web site left so a v2 fallback is only extra
code we do not need to carry forward.

Make monodoc-manual Recommend: not Depend: on a manual reader. This matches the upstream behaviour, whilst still allowing Apt to be aware of an important packaging relationship (and in most end-user cases, will install the manual reader anyway)

Add a bunch of Provides:
...
These should add possible (but not guaranteed!) compatibility for packages
built against ABI-broken versions of libraries, i.e. packages where the
assemblies inside have removed methods or properties. We expect some
breakage to be reported, but it should be less annoying for users of a wide
variety of distributions not to block installation of their old packages.
