Expose INVALID_HANDLE_VALUE as mobase.INVALID_HANDLE_VALUE. (#131)

* Expose INVALID_HANDLE_VALUE as mobase.INVALID_HANDLE_VALUE.
* Add tests for startApplication() returning INVALID_HANDLE_VALUE.
* Clean tests and generate stub files for them.
