Vadym-Valdis Yudaiev f44db94c88 dotnet*: update maintainers (add BjarneDMat, remove tsabirgaliev) 
Add Bjarne (@BjarneDMat) as a maintainer actively maintaining these
ports recently.

The Tair (@tsabirgaliev) has previously stated several times that he
does not use .NET, and it can be removed from maintainers, for example:
