Mark MentovaiandChristopher Nielsen bcd011c764 openldap: conditionally declare build dependency on groff 
The openldap build uses soelim from groff, and groff is not expected to
be a part of the base OS in macOS 13 (Darwin 22).

When building on that OS version or newer, declare a build dependency on
the groff port, so that soelim will be available.

revbump-ports.sh is from https://github.com/yan12125/revbump-ports/tree/4a47ad53d5bc1553b86f48dfbf946bc9a466306c

Skipping lang/php and aqua/qt5 as only php*-{ftp,openssl} and
qt*-qtbase subports need revbumping, respectively.
