Kirill A. Korinsky 3aefb52514 icu: update to 71.1 
It contains massive revision bump of all ports which depends on icu.

I've also tested to build it with llvm-ar from clang-11 on macOS 10.6
and it works.

Leonardo Brondani Schenkel 92f575f1e4 Relinquish maintainership 
I no longer have access to Apple hardware, and it is unlikely that the
situation will change in the foreseeable future.

Therefore I am unable to continue with my maintainership duties.

Blair Zajac 4080d7a1a4 icu: follow up to previous commit: bump all dependencies. 
Also, for libxslt, add a dependency on port:icu since
$prefix/libxslt.1.dylib explicitly picks up a dependency on
icu via libxml2.2.dylib. Ideally, this should be fixed, see [1].
