Oliver Hamlet 35c0c833cb Update CI to run on Ubuntu 18.04 ...

GitHub will remove 16.04 on 2021-09-20. The metadata validator update is
necessary to avoid an error due to libicu55 not being available on
Ubuntu 18.04.
