Update to CEF v3.2171.1979.

Using the bundled VS solution files is deprecated, and they aren't
provided for the 2272 branch, so update the instructions to use
CMake. One D3D DLL has been replaced with a newer DLL too, so
the build and packaging scripts have been updated for that.

Change syntax requirements for regex plugins.
...
Make it so that their entries can't contain dirty metadata, as it's not
clear (to a reader) to which plugin the metadata applies. Also minor
typo fix.

Fixed docs styling in Firefox.
...
Since it doesn't support the Shadow DOM, the /deep/ CSS selector was
confusing it.
Also, I found that Firefox will only load fonts from a relative
(file://) URL if it's a subdirectory, so it won't load the bundled
Roboto font. It doesn't make sense to move the docs or the font files
though, so I guess Firefox users will just have to put up with Arial.

Docs styling update.

Use Roboto font, colours from LOOT's colour scheme. The docs no longer
depend on Polymer files, and if the font files are missing, the styling
degrades gracefully.
