Improve licenses script
...
Tidy up formatting, and improve license selection logic so that the Apache license is no longer downloaded. This doesn't change what notices are generated.

Link dependency notices to crates.io
...
It's the canonical location for all dependencies, and from there people can browse to the repositories or elsewhere.

It no longer depends on cargo-attribution, fixes some dev dependencies being included, and fixes some dependencies not being included.

Rename and tidy up the parameterized-test crate

It needed to be renamed to allow it to be published on crates.io, as there's already a parameterized_test crate there.
