- Don't use a class, it doesn't add anything.
- Use constexpr for the individual version numbers
- Use a function to get the revision string, for consistency with the
version string.
LOOT no longer uses Git to keep its copies of the masterlists up to
date, so this functionality is no longer needed. The removed API items
are:
- UpdateFile()
- GetFileRevision()
- IsLatestFile()
- libgit2_category()
- GitStateError
They don't need to be member functions, and needing a pointer to an
instance of that interface is awkward.
The function names have also changed to reflect that they're not
specific to the masterlists.
To reflect that it will soon be used to provide info for other
version-controlled files. Also rename its revision_id and
revision_date fields to remove the revision_ prefixes.
Setting the global locale is no longer needed, as Boost.Filesystem and
Boost.Locale are no longer used. All Boost dependencies are now
header-only.
Install language packs on Travis to ensure that the Turkish and Greek
locales exist for testing. Now that only header-only Boost libraries
are used, just download and extract the Boost archive on Travis.

If a plugin's masters are all present, this makes the sorting logic for
Morrowind match the other supported games. If a plugin's masters are
missing, use the plugin's total record count as the override record
count.
Plugins with missing masters cannot be loaded by the game, reducing the
impact (if any) of the probably-inflated record counts. It's better for
LOOT to be able to sort a slightly wonky load order if there are missing
masters than for it to fail completely, as such plugins may be present
for development and testing reasons.
