Remove all GUI files and references to the GUI
...
As the NodeJS dependency no longer exists, the archive script has
been replaced with a CPack implementation, and the
set_version_number script turned into a Python script.

...
Use lowercase, hyphenated names. Doing this now because I accidentally
deleted the LOOT_API package...

Replace some CI scripts

They've been refactored as more generic scripts in a separate
repository, use the refactored scripts instead. Closes #722 .
