This allows common metadata to be shared across masterlists in a
'prelude' YAML file that is then injected into a masterlist when it is
loaded. Masterlist metadata can then reference anchors within the
prelude to make use of those common metadata.
The prelude file will be version controlled in a separate Git
repository, so the masterlist update functions also apply to managing
its versioning.
To reflect that it will soon be used to provide info for other
version-controlled files. Also rename its revision_id and
revision_date fields to remove the revision_ prefixes.
This property can be used to provide detail about a requirement or
incompatibility that can be displayed in the error message displayed
for the file (if one is displayed).

It doesn't actually do anything, and fixing that turns out to be
very complicated. Since nobody appears to have noticed, just remove
the field entirely.
Change their implementations to check full object equality, with case insensitivity for filename strings.
The filename case insensitivity doesn't extend to filenames in condition strings, as conditions are compared as strings, but the risk of duplicates due to that is much less than the risk of treating non-duplicate objects as duplicates.
Setting the global locale is no longer needed, as Boost.Filesystem and
Boost.Locale are no longer used. All Boost dependencies are now
header-only.
Install language packs on Travis to ensure that the Turkish and Greek
locales exist for testing. Now that only header-only Boost libraries
are used, just download and extract the Boost archive on Travis.
